The Mendocino County Office of Emergency Services (OES) is responsible for administration and managing several grants which provide much needed funding for various public safety, emergency management, fire, and law enforcement programs. The two primary grants administered and managed by OES are the Emergency Management Performance Grant Program and the State Homeland Security Program Grant.

Emergency Management Performance Grant

The purpose of the Emergency Management Performance Grant (EMPG) Program is to provide federal funds to states to assist state, local, and tribal governments in preparing for all hazards. Funds provided under the EMPG must be used to support activities that contribute to the Operational Area’s capability to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters, whether natural or man-made.

This grant funding is used to fund the primary missions of Mendocino County OES including OES staffing. Additionally funding is used to provide emergency management training for Operational Area Partners and the public as well as purchase emergency response equipment. 

Homeland Security Grant Program / State Homeland Security Program

The purpose of the Homeland Security Grant Program (HSGP) is to support state and local efforts to prevent terrorism and other catastrophic events and to prepare the Nation for the threats and hazards that pose the greatest risk to the security of the United States.  In particular the State Homeland Security Program (SHSP) assists state, tribal, territorial, and local preparedness activities that address high-priority preparedness gaps across all core capabilities where a nexus to terrorism exists.

This grant program supports a variety of programs by providing much needed training, equipment and coordination in the areas of law enforcement, fire, HazMat, EMS, and our Community Emergency Response Teams (CERT). All funding decisions are determined by the Mendocino County Authorized Approval Body which includes:

  • Sheriff
  • One City Police Chief
  • One City Fire Chief
  • One County Fire District  Chief
  • Health and Human Services Director

Other Grant Programs

OES also administers other grant programs on a non-regular basis. These grant programs are typically restricted funds for a particular project or mission area. Some previous grant programs which OES has administered and managed have included:

  • Hazard Mitigation Grant Program (HMGP)
  • National Tsunami Hazard Mitigation Program (NTHMP)
  • Buffer Zone Protection Program (BZPP)
  • Interoperable Emergency Communications Grant Program (IECGP)
  • Public Safety Interoperable Communications (PSIC)
